Administrative and biographical history: The Reports of the Commissioners of Enquiry into the state of Education in Wales, 1847, was commonly known as the "Blue Books". After the Education Act 1870, the previous pattern of charitable school provision was supplemented by School Boards, covering a few parishes, responsible for porviding primary education, funded by the rates. In the early 1900s, School Boards handed over their responsibilities to the County Council's education committee.
